Two of my cats do this, and their respective chatters are distinctive enough that I know which one is on the windowsill without looking.
My tortie doesn’t chatter, but then again she’s actually had some success as a hunter.
But without a wiggle, this may be fake news. :)
One of our six does that, and you can hear her across the living room and dining room. We say she’s talking smack to the birds.

When my cat chattered at a small flock of turkeys in the front yard, I opened the door.
I’M the one who got the surprise!
I figured they would gang up on him and put him under the porch or something.
Instead he started circling just like a cutting horse and herded them over the hill.
I just stood there jaw-dropped!
If one tried to go in another direction than where he wanted them to go, he’d just dodge over and turn them back.
BY the time I thought to grab the ‘corder, it was too late, he was strutting back to the door.
Mission accomplished.
When I told my daughter, who had given him to me. She laughed and said that his uncle chased the DEER out of their yard???
Yep, next time she came over she had video proof.
Ours did that all the time when we lived in NC. Lots of birdies and squirrels!

Some times it sounds like my cat is saying Kill Kill Kill when watching birds. We used to have a cat who sounded like she could talk. When our hamsters got loose and ran toward her it sounded like she said Rats Rats Rats. She was hilarious.
