I think it was the cigar man himself. Along with Janet Reno.
Reno’s press conference after the slaughter at Waco, said that she ordered it because the agent had been on duty for 30 days, were getting tired and then had to stop it. Reno order the slaughter because the agents were tired. Burn in hell.
