Actually, I think the college rule is really stupid. Reminds me of the sandlot games of football we played as kids: "X had the ball first, so Y gets a chance to score. Of course, those games didn't have a clock, whereas college does.
I think the NFL rule as played now is almost perfect: you can't win the coin toss and then win the game with a field goal. That said, there is still one improvement they could make. Make the regular season rule the same as the the post season: no limits on the number of OT quarters played. Therefore, NO TIES. With the current NFL tie-breakers for postseason appearance, a tie during the regular season is just a loss for both teams.
