For the last 8 years the Feds (DOT under their "Environment section) has offered cities federal dollars to REDUCE busy streets from 4 lanes to 2 lanes & use the remaining footage for bicycle lanes and wider sidewalks. It's their answer to congested streets (HA!!!!) Scroll down the page to "Road Diets". I was a bit elliptical when I wrote my first post, but this activity is some of what I meant by hoping for better policy.
