You seriously think Russia would intervene if Anytown, USA police department uses these things to quell a local riot ?
The beauty of this is the fact that if these things were/are DOD assets that were offered for use by any local police department or Sheriff’s Office as needed. They would operate under the authority of that local government/ police chief/ sheriff etc.

They would make a counter for such swarms and if there were demand from other militaries, sell them. Some of those would find there way to the balck market and to the US, provided they were small and hand held. So much for swarms.
