Not a mess in the sense of there being any sort of difficulty at all regarding how to proceed. If the woman is the kidnapper or directly hired the kidnapper she needs to be put away incommunicado for a long time.
She hurt a lot of people and she is not properly part of the solution.
There are several victims here and she isn’t one of them.
Her removal protects society as a whole.
