No. They are the leading indicator. If the supply of natural resources and the ability to get to them is not there, there is no reason to invest in manufacturing in the area/country.

This is another reason many of these coproations tend to migrate away from this country. The costs of natural resources has been driven up because of rules and regulation.

Normally, yes, but right now warehouses are stocked full, so they have to start emptying before new manufacturing orders are given.
