HRC is sweating out whether Trump will prosecute her or not. Her exposure on the Clinton Foundation pay-to-play and her criminal conflicts of interest (accepting bribes in plane language) are a huge problem. Does she want to give the Republicans another reason to press those issues? Simply, she runs for any office, she will be indicted. I think she understands that very well.
