The sidebar is one thing and it only happens initially loading the page, but when clicking on the link in Pings it first goes to the top of the posts then pauses for five seconds before re-positioning to the specific post in the link. There are also shorter pauses after posting a new comment.

That doesn’t look like bandwidth to me, but webserver.
