Who in the region are you referring to? This was a Macomb County problem, not Oakland, not Wayne, not Lapeer and not St. Clair.

because Macomb did not do the proper video inspections of the pipe. Looks like they did not learn a thing.

With the exception of the homes that were destroyed, which is truly unfortunate, if they had done the proper inspections and found the problems which have been lying dormant for years, that entire stretch of highway would have had to been dug up and reinforced at a cost of what? More than the hundreds of millions that you quoted above.............

The region is the Detroit Water and Sewer District. This interceptor line starts in Oakland County and winds up in Detroit at the sewer plant by old Fort Wayne. So yep, even though it is a regional thing, Macomb inspectors failed to do their job. Time will tell how this works out.
