Actually , I reviewed the video again, and in part you are right. He did, after initially running at the LEO, he did stop.
But the video did also show he dropped his hands from an elevated surrender position to his waist twice.
Was the shoot justified? It’s questionable, but had he and others decided to follow the rule of law and not armed insurrection and anarchy, we all know he would be alive today.
I wish he was.

The dropping of his hands was probably a reaction to being Tased by the guy in the woods.
