The choice is deliberate. The word “teenager” is overly broad. It goes from 13 to 19.
“Teenager” was chosen to evoke sympathy. “19” was used so we wouldn’t have sympathy for the young woman.
Don’t dismiss this. I know how these people think.
What the media wants to say is “White woman worth nothing. Fitting sacrifice on the altar of political correctness.”
