The FAA Academy is in OKC...

I have spent quite a bit of time there.

They teach classes on numerous subjects which include but are not limited to:

Airspace design
Writing FARs
Writing NOTAMS
Writing and updating the FAA 7110.65

The classes are taught buy current and retired ATC and contracted out.

They are being taught to ATC that include active ATC and those that are in Management.

Those that are in Management are ATC that have moved up.

When Airspace is either designed or modified, current ATC that are pushing the tin are actively involved.

Shall we continue?

You’re playing with yourself. Writing a NOTAM,a “notice to airmen” is nothing more than a heads up and has nothing to do with writing regulations.

As I clearly said before ATC can have input into creation of FAA rules and regs but have NO AUTHORITY of their own to create said regulations. For that matter as a pilot I can have input to the FAA.
