Look at the Washington State Gov election 12 years ago for insight in recount shenanigans although the vote margin was razor edge close unlike this election. The Republican, Dino Rossi, won the election and the automated recounts (1st with ~250 votes & 2nd by less than 100). Election officers “found” uncounted ballots during the 3rd manual recount and Gregoire won by ~129 votes.
A judge in WI will decide whether to allow a hand count or Machine recount only.
