Technically correct, but if anyone running these places does stuff a president doesn’t want done, they will replace them and shut that down. They are under control of the executive branch. They don’t report to anyone else.

Remember the "Saturday Night Massacre" when Nixon sacked his DOJ honchos? That started his rapid downfall!
