Sessions for Attorney General, would be the boss if you will, hire / fire, approve or disapprove whether or not to bring a lawsuit, settle a lawsuit, and much more, this is just a quick snapshot.

Cruz as Solicitor General, would be the one actually in court prosecuting a case, say before The Supreme Court of The United States, or other Federal Courts. Again this is just a quick snapshot.

I am using the word snapshop, as in trying to keep it simple, and in less then 10 words. Both jobs require people with experience.
