Nonsense. Sugars have been eaten for centuries. Ignore these diet alarmists. They are most always wrong.
You are correct, but I would go a little further. Cut the carbohydrates, all carbohydrates, to a minimum and increase the healthy fats. This diabetes epidemic started when we began to fear fats and replaced them with carbs. We have been given completely incorrect dietary advice for 40 years now.

I think we make a mistake when we throw all grains into the same basket. Generally, whole grains are real unadulterated food, whose construction allows for their slow digestion and slow spike in sugars being metabolized. "Refined" grains have a high glycemic index.

Diabetes is a deficiency of Chromium and Vanadium. These two minerals are responsible for transporting insulin from the pancreas, to the bloodstream. Diabetes 2 can be treated until the patient is removed from taking insulin. Type 1 cannot be cured, but they can supplement to the point where the insulin is being absorbed better, thus reducing the amount needed.
For example "energy in = energy out, so just exercise more and eat less to lose weight". Sounds quite reasonable, but it is also hilariously wrong. Why? Because if you do that, after you lose the first pound of fat or two your body changes its metabolic regime to conserve the fat, often at the expense of muscle tissue. That's why you cannot maintain that activity (depending on your body type of course).
Which brings up body type. Not just tall & skinny vs. short & thick, but in nearly ALL aspects of your physical self. Including metabolic function. I have come to believe that humans are kind of like dogs in that we consist of endless numbers of "breeds" whose only really common element is smarter than other animals and the ability to procreate with each other. That's why most Irish look like other Irish, So. Africans look like other So. Africans, but Irish and So. Africans are not even remotely similar in appearance. But an Irish man can make a baby with a So. African woman. What the kid looks like is anybody's guess.
Some people (like me) simply cannot eat grains and breads, it makes me perpetually mildly ill. Some people can.
Those that insist that they know best how ALL people should eat are stupid, arrogant fools.
UK should modify its diet away from grains and towards animal proteins and animal (not vegetable) fat. I bet the diabetes rate would begin to crater. That diet seems to work well for the purebred No. European "breed".
