Lynch tried to stop him the day before, when Comey says his investigative team came to him with the info. So it seems it started on the 27th, last Thursday, and then took open action the following day, Friday the 28th - if you believe their declared timeline, which I don't. Because I think they know what's in those emails already - they'd have to, to take such a dangerous step against Hillary. On the other hand, they may have known, but weren't going to do anything until something happened on the 27th to trigger this Op. I'd love to know what that trigger was...
