Has there ever been a challenge to a presidential pardon? I was surprised to hear of Bush’s blanket pardon, more so than Ford’s since Bush was at the end of his term. I think that could have been challenged if Bill Clinton wanted to. I can’t imagine that this was in the founders’ intent. Were there any blanket pardons before Ford’s or did he set the precedent?
