Yes. She can.
And with anyone other than Trump coming in that's exactly what would happen. However Trump is smarter than that. He knows that Obama was always a tool of others, so why not use him as well and take down the Clinton crime syndicate once and for all.
The only reason Clinton believes she'd be pardoned is because of the dirt she has on Obama. But Trump (and only Trump) can remove that leverage by assuring Obama that if he does not pardon Clinton then Trump will pardon Obama if/when she implicates him. But if on the other hand Obama does pardon Clinton then they'll be nothing Trump can do when his DoJ/FBI comes calling at Obama's doorstep.

if Obama does pardon Hillary there may (or may not) be similar state charges available..we really don’t know the extent of her alleged crimes other than misuse of classified information...

There’s a terse war between FBI and DOJ-HRC. FBI’s reputation is in the toilet, and they know moving fwd, it will take years to re-coup. And with out the rep, they have less power to get things done. HRC mistake this time, based on 30 yrs success, BTW, was she thought beating on the FBI over weekend served to silence them. The blow back, was today’s FBI FOIA dump; CLEARLY a round house right to HRC and DOJs collective heads. A clear shot across the bow; FBI is pissed. To drop the FOIA, even if it’s from Marc Rich / 2001 timeframe, still takes the oxigen out of the room for HRC for 1/2 of the day when there’s 7 left. It lead on Fox for 10 min tonight. The shot across the bow says; we can, in a moments notice, drop MORE materials, and it ain’t gonna be from 2001, next time. I’m concluding there’s war between FBI and DOJ over HRC and C.F; maybe even between two camps in the FBI. At end of day, beating on the FBI - either thru DOJ or HRC, may just have been FATAL to HRC.

Obama can pardon any day up until the time the new president is sworn in. There is no limit on presidents power to grant clemency between Election Day and Inauguration Day.

If Obama thought he was in danger of criminal prosecution himself, he could resign an hour before noon on Jan. 20 and have the new President-for-one-hour Joe Biden pardon him.
