How the hell does this agency have the authority to do this? The same way the EPA can arbitrarily define any puddle as a "waterway" and any mound over five inches as a "mountain." Time to drain the swamp, abolish all executive agencies spending money unlawfully and making laws unconstitutionally. Time for a revolution, akin to the American one, but the French one will do if that does not work. God help us.
