Comey looks bad in this, no matter what happens.
My guess is that he would look worse if key FBI officials publicly revolted.
Maybe comey just found out that the damaging emails are going to come out in Wiki leaks and he needed to get out in front of them. Without wiki leaks we wouldn't know much about this corruption.
