While I agree with this sentiment:

FIRST, propose a Constitutional Amendment to impose term limits on all members of Congress;

The President has no explicit authority to do this. He can ask Congress to do it, and advocate for it. But, the actual process -- from proposal to ratification -- is completely outside the Executive branch.

He seems to have a disconnect concerning what the president has the power to do and the role of congress. I am sure his advisors have tried to tell him this....

Of course the president can PROPOSE a constitutional amendment. So can I. So can you. He cannot introduce it in Congress, but anyone can propose an amendment, or anything else for that matter.

I propose a toast to Trump's proposal.
