He is not accosting a passer-by and demanding to know why his head hearts. He is screaming that the passer-by caused his head to hurt and wants him to pay for the medical bill to heal it.

Not an uncommon occurrence among village idiots, but not applicable in this case. Here, the author puzzles over the decay of moral structures that used to impel men to honorable labor, while readily admitting she wants to see Hillary Clinton in the White House. The same Hillary Clinton who is the very embodiment of the anti-male erosion she laments!

The author isn't trying to implement any new draconian programs to force men back to work; she honestly seems to be oblivious to the fact that she, people like her, and her chosen candidate are the very creators of the disaster she bemoans.

Maybe it's more like a guy wandering around with his eyes closed, running into doors, and when he asks the passer-by why his head hurts, the passer-by tells him to open his freakin' eyes!
