I’m not sure he is the greatest songwriter America has produced but I agree with your observation: “His ear for the American language unsurpassed.”
This really is his strength, or one of them.
There are hundreds of fantastic Dylan songs. His only competition, Cole Porter, only had dozens. No one else is in the race (Rogers and Hammerstein were a duo and also had dozens).
