They might not have for all I know. I’m no expert, I don’t even know whey they are supposedly shaving their legs now, I wear shorts shamefully unshaved. But the wigs...I mean if you are wearing a wig in the first place I might not put it past you to shave your dumb legs too.

I love history so I do know a lot of this stuff, also, I had to take several theatre classes when I was in college and had to study this stuff, for a costume & makeup class.
If you don’t want to shave them then dont. But hairy legs are hardly a symbol of manhood - as if you worked so hard to get them. Not.
