Note that the wh.gov site has Bush admonishing people not to send clothing, blankets, food, etc, but to send money. The prezzies know best how to distribute it.
I have no doubt the Clintons et al. pocketed a sizeable portion of the Haiti Earthquake Relief funds.
However, "send money" is the most effective way to deal with large scale crises. It is easier & cheaper to buy & ship a container load of Blankets/Clothes/Food Staples, etc. than it is to collect, sort, pack & distribute small quantities of the above items purchased by well-meaning individuals at their local supermarket, Walmart, etc.
Often donated items are either inappropriate or totally useless. Even aid agencies sometimes send useless items. During the East African famine of 1980-81 relief agencies sent 100lb sacks of wheat flour to starving pastoral tribes in NW Kenya. This aid was supposed to be administered & distributed by one expat nurse working among them. These folks did not have a clue as to what to do with wheat flour. The lone nurse could not teach thousands to make dough and then bake the bread by wrapping it around a green stick held over a fire.
What was needed was corn meal ("Ugali" to make "Posho"). She also needed lots of milk powder and infant formula. Sometimes "send money" is the wisest thing to do.
Of course, that also makes it easier for scoundrels to steal, but that is a different matter. If anyone sends money to most governments or quasi governmental organizations, at least 70% will be last, wasted or stolen.
