Debates should be structured like this.

  1. 1 person talks and the others have their mics disabled.
  2. Only the person talking is on camera.
  3. The person talking gets a set time, when the time expires, the mic is shut off.
  4. The next person gets their turn with the same rules.
  5. The moderator is only allowed to ask a 1 part question.
  6. If the moderator "fact checks", they are walked from the stage.
  7. If a debater or moderator makes any commotion, noise or other interruption, they are walked off the stage.
  8. The stage has no fixtures other than a microphone stand.
  9. Each debater is searched for electronic devices. If one is found, they are disqualified from the debate.
  10. Each debater is drug tested for things like Adderall, Ritalin and others. If the test is positive for drugs, they are disqualified from the debate.
  11. All violators will be publicly announced and they will prosecuted until the appropriate law.

I think that's a start.

I prefer no moderator. Place the candidates in booths and alternate turning their mikes on and having a light come on every 2 minutes for the entire 90 minutes. You cannot hear them and you cannot see them unless it is their turn.
