1. FEMA updated their IPAWS Wireless Alert System home page two days before the 09/17/2016 Constitution Day Manhattan bombing. They have since updated it on Monday 09/19/2016 to include notification of the upcoming 09/28/2016 National Alert test.
2. FCC WEA Wireless Emergency Alert system home page info specifically mentions Manhattan as an example of employing cell phone alerts.
3. The Constitution Day 09/17/2016 NYC bombing is the first time the Wireless Emergency Alert cell phone system has been used.
