The white middle and working class is too politically volatile, self-assertive, and independent to be easily ruled by the internationalist caste of bureaucrats and corpocrats, so they need to be demographically displaced (no such rule applies to the mostly white elites, however).

Our rulers would much prefer to have an America that looks more like a Third World banana Republic: a large, ignorant, slum-dwelling underclass that provides unskilled labor and votes in exchange for some empty promises and welfare handouts, all ruled over by a wealthy self-anointed elite.

No wonder the elites of both parties seem to prefer mestizo peasants to their own countrymen.
