I’ve never taken an exam in a room with other people where people were yelling at strangers. Doesn’t happen - people are too nervous to talk (much less fight) because you need your wits about you.

Very true. Thinking back, the few formal exams I’ve taken, the EIT and GRE, the proctor kept everything very quiet before the exam. People weren’t in a mood to talk, much less yell, anyway. We were thinking of the exam and if we got enough sleep last night.
