...The Johnson Administration Feb. 16, 1968, abolished draft deferments for most male graduate students and men in critical occupations. The National Security Council, of which President Johnson was chairman, recommended the new policy, and it was relayed to all state draft directors by Selective Service Director Lewis B. Hershey. While the local boards continued to have discretion to grant deferments as they saw fit, Hershey’s recommendations generally were expected to be followed.
The recommendations did not alter the existing policy of drafting the oldest eligible men first. College undergraduates continued to receive deferments, as did medical, dental and divinity students. (Doctors and dentists were subject to a special draft when they completed their training.)....
