The issue gets very fact specific and varies by state. I would think if someone gets a shock from an electrified livestock fence that's just their own darn fault.

It is not only their own fault here-if they tried to steal, or damaged something on your property while they were trespassing, you can press charges, or else sue for damages in civil court if you are so inclined. There doesn’t have to be any livestock on the property, either-you can electrify your veggie garden or deck if you want to...
