I think we should bring back the state schools for the severely retarded, not just requiring them to have 3+ disabilities (blindness, feeding tube, retardation, crippled, deafness, breathing tube).
Just having Zika here plus other conditions makes it necessary to have a place to put the children whose parents don’t want them, and it is an option other than begging people to adopt them and leaving parents unable to care for them to push for termination instead.
