Not always. In the case of modern America, the FedGov that rules all the states is the enemy. Rebellion would work best if everyone just declares the authority of the FedGov null (When in the course of human events....) and asks them to go home while the states create a new government.

What will Texas do with the “Tories” in the large cities and along the border when it does Texit?

If Texas secedes then every citizen secedes also. If the Republic of Texas is not good enough for them then they can leave. No need for violence. They can vote with their feet. This anarchy meme is a bit over the top.
