To be registered in New York, you have to either pass the New York Bar Exam, or have practiced law for 5 years in one of the states (many, but not all) which have reciprocal licensing agreements with New York. So he passed a bar exam somewhere in the U.S.

It looked like they have an exception that gives a license to foreign attorneys who have an LLM....seems to me he may never have taken a US bar exam
