If it has to be Microsoft, Amazon has it for $85. No cloud involved.
That said, Libre is pretty good though not perfect.

The document files are actually just byte streams and are the same on either 32 bit or 64 bit machines. The application executables and device drivers are affected by the address space only. I have used Windows Starter which is the free version of Word with ads and some limitations. It might still be available.
