What a shallow and hypocritical theology. They aren’t really talking about reducing promiscuity, they are just rationalizing it through a sham marriage. As if God couldn’t see through that.
This policy, established by somebody with no particular authority, directly contradicts the doctrine that marriage is a sacrament, a holy estate established and blessed by God.
This touches on another HUGE problem with Muslim marriage, one that will sooner or later explode into a major problem in the West; namely that Muslim marriage does not involve ANY formal consent by the woman. How will western courts deal with the problem of women “married” under Islam who sooner or later complain that they had never consented?

Reminds me of the muslim solution for when an man has to spend the night in a house with a women to whom he is not married,as when a servant is left alone with the bosses wife while he is out of town. The servant is to suck the breast of the women ( I believe 10 times) and then he is in effect an adopted child as he suckled at her breast like a baby.
