I went to it. There is no COMPLAIN or REMOVE THIS CRAP button.

On the actual facebook page there is a little down arrow in the upper right. Click on that and it will give you an option to report it.

Just got off the phone with the Dallas PD. They are aware of the picture/cartoon and are looking in to it.
