For what it's worth:
Law-enforcement sources told The Post that whoever left the device was likely not trying to cause any intentional harm to anyone. It was a homemade device. They probably tried to light it on Friday night, but it didnt go off because of the rain, a source said. [Investigators] found wet matches near it. It probably just went off because of the friction of him stepping on it.
