Having lived through them all, President Nixon at his worst was a better president than Johnson, Carter, Clinton, and Obama combined.
Nixon was up against the Washington establishment also. I recall his efforts to decentralize the money and power of Washington by issuing block grants to the states to reduce federal control.
He actually refused to spend some federal money budgeted by the legislature. He returned it to the treasury and the media, lobbyists, and legislators were furious.
