That depends on which part of the country one is from. Here in New England, almost every “A” is pronounced as “Ah”. Even “er” is pronounced as “ah”.
Are you saying "Han" should rhyme with con, or can? If con, you're right, as the Korean language treats the han sound as if it rhymes with con. Americans usually mispronounce it as can. They don't really have a vowel sound that rhymes with can. They come close with "eh", kind of lick peck.
