Lynch is NEITHER recusing herself, NOR is she deferring to the prosecutors. Yes, she will accept their presentation of a potential case yet reject their recommendations and simply determine there isn't sufficient evidence to prosecute. And that will be that.
Prosecutors look at recommended cases all the time... Lynch will not indict BECAUSE the first witness will be the President of the US. Hillary e-mailed the POTUS, and he therefore knew about the risks of security breach. "Everyone knew" about the private server...therefore to indict Hillary would be self incrimination of this administration. THE FIX IS IN.
There WAS no recusal. AG Lynch will take the findings of the FBI “under advisement”, but then will exercise “prosecutorial discretion”, essentially killing any indictment.
The case in point gets a little stickier, though, in regards the the Clinton Family Global Initiative, which was collecting donations and fees from all over the world while Herself was acting in the capacity of Secretary of State.

As you've recently read in replies, this isn't true.
But even the modified smokescreen is misleading.
When an investigator forwards a file, it is generally a signal that the investigor has evidence that creates at least probable cause a crime has been committed. The investigator is out of line if they recommend prosecution, they are stepping on the prosecutor's turf - just as the prosecutor is stepping on the investigator's toes if they do their own investigation.
She's going to accept the recommendations that she orders her underlings to produce.
Lynch talks about "the team," which is an FBI/DOJ combination.

I don’t think so. She’s going to say she’ll accept the FBI’s investigation, but that does not at all mean she will seek to indict either of the Clintons (remember, the FBI is investigating TWO matters: E-mailgate AND the Clinton Foundation).
Accepting the report is not the same as agreeing to indict.
