No, the article says "Law-enforcement officials told the Journal they don’t think criminal charges will be filed against her after the investigation." and Clinton confidently and consistently insisted that she will not be charged.

It's probably the way it will all shake out. So why bother with all the investigation and melodrama? If they don't like approving murdering women and children via cell phone (like terrorists have done, I might add only with a different twist), they could lay out new rules and conditions, and we the people would have been none the wiser.

I don't know why they bothered to get the FBI involved anyway. It is only helping Hillary because part of her ascent to power is being a victim.
