Yes, they do. But it won’t happen. And the school knows that won’t happen, so there’s no point pretending it will. The school needs to frame its response within the reality in which it exists. Which means if the school can’t solve this problem and make it less likely these kids will do it again - then nobody else is going to.
I really don’t care about “solving” their problems....I just want them in jail....
