We don’t make general rules to cater to a tiny percentage of the population that happen to have a genetic defect.

For example, at the amusement park, is it fair that a midget can’t ride the rides because they are as short as a 6 year old? No, it’s not. However, we aren’t going to build special tiny rollercoasters just to accommodate them. They just have to get used to riding the teacups and bumper cars.

To highlight the absurdity of your imperfect analogy, imagine what would happen if you were to propose a law that said it was too dangerous for midgets to use the Men’s and the Women’s restrooms, and it was too inconvenient and expensive to provide OSHA safe facilities for midgets. If so, then where do you expect the midgets to urinate and defecate while going about their public business and personal affairs? Are you seriously going to propose they must stay home and let someone take care of them because they are not allowed out in the public view? Are you going to propose they must hold everything until they get home? Are you going to propose they must risk arrest by urinating and defecating in an alley or a field?
