You have to get to the top floor of Hubris Comics. When you wear the Shroud’s costume, you will receive unique interactions with certain people, including the Mechanist.
Grognak’s costume is there also on a shelf by the ladder to the roof.

The memory shop in Good Neighbor has a door on the right wall (turn right at Mae West. It’s next to the training pod).
Go through the door and you will meet a ghoul who will start you on the quest.
