There are no rare earths to mine and extract LiIon batteries have never been based on rare earth material (that would be magnets), so what's the point here?

But were/are used in (at least some) NiMh batteries.
Ford says the rare earth metal Dysprosium, the rarest and most expensive used in Ford vehicles, has been reduced by about 50% in the (newer Li) batteries.
