Philadelphia is still one of the nastiest cities in the country. It is just that different groups are performing the nastiness now.
One of the constitutional amendments on the April ballot is to abolish the Philadelphia traffic court. If only it was to abolish Philadelphia, it would pass overwhelmingly in this part of the Commonwealth.
