It never was clear to me who actually sprayed her until I looked at the video you presented. I was under the impression it was the dude that was being assaulted/battered by the female agitator/juvenile delinquent but it appears to have been the gentleman standing next to him.

I thought the whole thing might be a setup but now that I see you're right about who she swung at that theory falls apart a bit. Red Cap Pepper Dude is still a bit suspicious to me.
